Job Summary

The Civil Construction Foreman will lead, coordinate, and supervise all on-site construction activities and personnel for multiple project types. The foreman is responsible for ensuring projects are completed safely, on time, and within budget, in accordance with all project plans, specifications, and regulatory requirements. This individual acts as the primary link between the field crew and project management. 

Essential duties and responsibilities

  • Supervise site operations: Manage and direct daily construction activities for the crew and subcontractors across various project types. This includes coordinating tasks for the construction of commercial buildings, residential developments, and specialized civil projects like installation of pipe, manholes, waterline. Supervises excavation, pot-holing, ditch digging and lake and dam repairs.
  • Enforce safety standards: Lead the development and implementation of on-site safety programs, hold daily “toolbox talks” and regular safety meetings, and enforce strict adherence to all Occupational Safety and Health Administration (OSHA) regulations.
  • Plan and schedule work: Develop daily and weekly work plans based on the master project schedule. Coordinate crew, material, and equipment to ensure deadlines are met and workflow is efficient.
  • Interpret plans and specifications: Read, understand, and interpret blueprints, architectural plans, and civil engineering specifications for complex projects. This includes plans for utility installations, grading, and structural components.
  • Manage resources: Coordinate and schedule the delivery of all materials, equipment, and heavy machinery, ensuring their proper use and maintenance. Track and manage project costs for labor and materials, notifying the project manager of any potential budget overruns.
  • Oversee quality control: Conduct regular on-site inspections to ensure the highest quality of workmanship. Address and resolve any construction issues, ensuring that all work conforms to project specifications and quality standards.
  • Lead the crew: Manage, train, and mentor crew members and laborers. Delegate tasks based on priorities and individual skills, and provide coaching to improve performance. Foster a collaborative and productive team environment.
  • Report progress: Prepare and submit daily reports detailing project progress, materials used, staffing, and any issues or delays encountered.
  • Communicate effectively: Serve as the primary on-site communication link for the project superintendent, project managers, engineers, subcontractors, and other stakeholders. 

Required skills and qualifications

  • Proven experience as a civil construction foreman, with experience in both vertical construction (commercial, education, residential) and heavy civil projects (site work, utilities, earthwork).
  • In-depth knowledge of construction procedures, equipment, safety regulations (e.g., OSHA), and building codes.
  • Proficiency in reading blueprints, architectural drawings, and civil engineering plans.
  • Strong leadership, communication, and interpersonal skills.
  • Excellent organizational and time-management abilities.
  • Problem-solving skills and the ability to make quick decisions under pressure.
  • Experience operating and inspecting a variety of construction tools and heavy machinery.
  • Physical ability to perform demanding manual labor, including lifting heavy materials, standing for extended periods, and working in all weather conditions.
  • Basic computer literacy for submitting daily reports and using construction management software. 
  • GPS software systems 

Education and experience

  • High school diploma or GED required.
  • Relevant trade certifications or an associate’s degree in construction management is a plus.
  • At least 5 years of experience in the construction industry, with a minimum of 2 years in a supervisory or foreman role. 
  • Additional Eligibility Qualifications Experience with Sitework, Heavy Equipment Operation, Excavation, Reading Plans & Drawings, Grading
  • IT hardware experience preferred
