This job description is for an Assistant Project Manager/Estimator specializing in civil construction, with experience in water/wastewater treatment plant and underground utility projects. This dual-role requires proficiency in both pre-construction estimating and on-site project management, supporting senior staff throughout the project lifecycle.
Job Summary
The Assistant Project Manager/Estimator assists project manager(s) and senior management in planning, estimating, and executing civil construction projects, with a focus on wastewater and water treatment plants and associated underground utilities. This role involves preparing accurate cost estimates, managing project documentation, coordinating with stakeholders, and providing on-site support to ensure projects are completed safely, on time, and within budget.
Key responsibilities
Estimating duties:
- Review and analyze project plans, specifications, drawings, and bid documents for civil projects, including mechanical, electrical, and structural components of treatment plants.
- Conduct detailed take-offs for all construction scopes, with an emphasis on underground utilities (water, sewer, storm drain, conduit, and process piping), heavy mechanical and sitework.
- Solicit and evaluate bids and quotations from subcontractors and suppliers.
- Develop comprehensive cost estimates for labor, materials, equipment, and subcontractors.
- Assist in creating bid proposals and submitting them to clients.
- Attend pre-bid meetings and perform site visits to understand project conditions and logistics.
- Perform risk assessments related to project costs and timelines.
Project management duties:
- Manage project documentation, including contracts, requests for information (RFIs), submittals, and change orders.
- Assist in developing and maintaining the project schedule and budget, and track project costs against the budget.
- Act as a liaison between project managers, engineers, subcontractors, vendors, and clients.
- Coordinate with field superintendents to monitor daily construction activities and resolve field issues.
- Assist with procuring and managing materials, particularly specialty components like process piping, valves and mechanical equipment used in treatment plants.
- Ensure all construction activities and project documentation comply with safety standards, specifications, and regulatory requirements.
- Support project closeout procedures, including gathering redline drawings, operation and maintenance manuals and warranties.
Qualifications
- Education: Bachelor’s degree in Construction Management, Engineering, or a related field (or equivalent experience).
- Experience: 2–3 years of experience preferred in civil construction, with specific experience in underground utilities and/or treatment plant projects preferred.
- Technical skills:
- Proficiency with estimating software (e.g., HCSS, Bluebeam, PlanSwift) and project management software (e.g., Procore, MS Project).
- Strong computer skills, particularly with Microsoft Excel.
- Ability to read and interpret complex construction plans and specifications.
- Soft skills:
- Excellent communication, organizational, and time management skills.
- Strong analytical skills and attention to detail.
- Ability to work effectively in a fast-paced, team-oriented environment.
